Blue Skies Consulting, LLC

Blue Skies is a certified woman-owned small business that provides aerial photography for mapping and remote sensing applications. The company, established in 1999, is registered as a Disadvantaged Business Enterprise with the New Mexico Department of Transportation’s Disadvantaged Business Enterprise Program and the New Mexico Unified Certification Program. Our current certificate of registration is valid until February 28, 2013. The company achieved ISO 9001:2000 certification for its aerial mapping services in September 2005, and continues to maintain our QMS to the current standard, which is now ISO 9001:2008. Blue Skies awards include the U.S. Department of Agriculture's Woman-Owned Small Business of the Year for 2003 and the USDA Farm Service Agency's Woman-Owned Business Contractor of the Year for 2010.

Blue Skies is the only company based in the State of New Mexico with a digital photogrammetric mapping camera. Blue Skies' Microsoft / Vexcel UltraCam Lp digital camera is integrated with the Track 'Air flight management system, a Leica Geosystems PAV30 gyro-stabilized camera mount, and a Novatel Span SE 5-hertz airborne GPS receiver with a Northrup-Grumman LN-200 Inertial Measurement Unit.

In March 2012, Blue Skies acquired the equipment, personnel, and accounts of New Mexico Aerial Surveys.  This alliance greatly strengthens the capabilities and technology available to Blue Skies' customers.

Blue Skies Personnel

Tami Wiggins, Blue Skies' CEO and majority share holder, received a Master of Science in Applied Geography degree from Southwest Texas State University and an undergraduate degree from Rice University. For more than 25 years, Ms. Wiggins has been involved in the mapping and surveying, photogrammetry and remote-sensing industries. She has extensive experience in project management for the environmental science field, including work at the National Geographic Society, Los Alamos National Laboratory, the U.S. Department of the Interior's Office of Environmental Affairs, and Parsons Brinckerhoff Quade & Douglas, Inc. In January of 1999, Ms. Wiggins founded Blue Skies Consulting, LLC, with Michael Racine.

Mike Racine, President and Chief Pilot of Blue Skies, received a Bachelor of Science degree in Geography from the University of New Mexico. He has more than 20 years of aerial mapping experience and is a large-project specialist. Mr. Racine is a commercial pilot with single- and multi-engine land instrument airplane licenses and has more than 8000 hours flying time. He holds a second-class medical certificate and has had no accidents or incidents. Mr. Racine is also a Federal Aviation Administration-certified Airframe and Powerplant (A&P) aircraft mechanic with Inspection Authorization (IA).

Michael Grossman, Pilot and Project Manager, received a Bachelor of Arts degree from the University of New Mexico.  He has 25 years of experience as a commercial pilot, with 18 of those years acquiring precision aerial photography for photogrammetric mapping projects with flight altitudes ranging from 900' AMT to over 20,000' AMT.  Mr. Grossman has been directly responsible for managing mapping projects, cost estimating of mapping and flight-only projects, flight map preparation.  He has experience in project management, estimating, and flight planning and layout.

Steve Scharf, Imagery Production Manager, received a Bachelor of Science degree in Geography from Indiana University.  He brings 24 years of experience in a wide range of technical and production techniques to Blue Skies.  Mr. Scharf's contributions include all aspects of surveying and photogrammetry, as well as current technologies in softcopy photogrammetry.  His expertise includes flight planning, analytics/aerotriangulation, collection and compilation of surface data including correlated DEM and LIDAR data, orthorectification/mosaicing of imagery, digital image enhancement skills, and quality control procedures.
